The Alliance proposes distinct approaches for directly affected communities—requiring Free, Prior and Informed Consent (FPIC) and agreements before approvals—and for those in the broader Environment that May be Affected (EMBA) area, who should have meaningful consultation rights. It also recommends refining cultural heritage definitions to include contemporary cultural knowledge, practices, and sites, ensuring heritage protection reflects both tradition and living culture.
