
Our submission proposes a comprehensive framework including the establishment of a Traditional Owner Climate Resilience Fund, mandatory Indigenous procurement provisions for offshore projects, and support for Country mapping that respects data sovereignty and Indigenous Cultural Intellectual Property. Drawing on the landmark Tipakalippa court decision that confirmed Traditional Owner interests in offshore areas, we recommend that the Plan’s implementation must embed FPIC principles in all legislation affecting sea country, ensure TORIs have the resources to participate meaningfully in decision-making, and create economic development opportunities that support Traditional Owner nation-building aspirations while protecting cultural heritage and traditional environmental knowledge.
