Membership of the National Native Title Council is open to:
Local Groups: Prescribed Bodies Corporate (PBCs) and Traditional Owner Corporations (TOCs).
Regional Groups: Native Title Representative Bodies (NTRB) and Native Title Service Providers (NTSP), and regional groups of PBCs or TOCs.
